June Program: Constable Trevino the only Female Constable in Harris County

Constable Silvia Trevino is a 37-Year Law Enforcement Officer with a Master Peace Officer Certification.

Constable Silvia Trevino has a deep-rooted commitment to serving her community. She is a second-generation Precinct 6 home-grown Houstonian who was born in her Precinct’s historical neighborhood known as “El Crisol.”  She was raised in the Precinct’s Northside community, and she is a proud graduate from HISD’s Jeff Davis High School.  Shortly after graduation, Silvia married the love of her life Victor Trevino. They have three wonderful children and six precious grandchildren.  Silvia and Victor settled in the Precinct’s East End where they have resided for nearly 40 years.

In 1983, Silvia decided she wanted to join the police force and became a Houston Police Officer.  In a class of 70 cadets, Silvia was one of only 6 females who graduated from the Houston Police Academy.  She spent 16 years patrolling the streets of Houston, and 5 years serving as one of HPD’s Public Information Officers. Silvia retired from the Houston Police Department after serving 21 years with Honor.

After retiring from HPD, she was equally proud and honored to serve as a Lieutenant for Harris County’s Precinct 7 for 8 ½ years.  She was the only female in an all-male Command Staff and retired from Harris County in 2013.

In 2020, Constable Silvia Trevino won her Re-election with a resounding 77% of the votes and continues to serve with Honor in her second term as Harris County Constable.

Constable Trevino has been instrumental in accomplishing ways to make a small law enforcement department flourish by implementing the following:

• Upon taking office, Constable Trevino equipped ALL their deputies with Body Cams.
• She created Four K-9 units in Precinct 6.
• She created Two Solo Units that provide traffic enforcement and accident reduction throughout the school zones and streets of Precinct 6.
• She improved their High-Water Rescue Team Operations by purchasing two military vehicles, and four boats.
• For the last 45 years, Precinct 6 has always had three districts. Constable Trevino created a fourth district that improved response times by putting deputies closer to the areas and people they serve.
• She purchased 5 ATV’s to equip 16 certified ATV deputies and 14 certified bike patrol deputies to patrol the Hike and Bike trails that run through their parks and bayous.
• Prior to the pandemic in 2019, the Precinct 6 Reserve Deputies contributed nearly 8,000 hours, in patrol and community services, saving taxpayers approximately $300,000.
• Upon taking office, Precinct 6 hosted their first Annual National Night Out in their parking lot partnering with businesses that generated over 2,000 community people in attendance, where everything was Free including tacos de pollo, fajita, pastor, Kona Ice, Snow Cones, Watermelon, Elotes, Cotton Candy, Popcorn, Water, Refreshments, 500 backpacks for kids, 50 door prizes, and did we mention that everything was Free?
• She created the Precinct 6 Crime Report to be posted on all social media sites so the community can be better informed of the arrests being made in their areas.
• She created, exclusive to Precinct 6, a “Friends 4Ever Program” which teaches our children about No Bullying, No Drugs, No Gangs, No Guns and being Kind to one another!
• And she just recently implemented the “Are You Ok” program for all her Precinct 6 golden-age seniors.
• Throughout this continued Pandemic, Constable Silvia Trevino continues to show her love of her community by participating in numerous Food and Water Distributions, but also hosting their own Drive-Thru Valentine’s Day, Mother’s Day, Father’s Day, Back to School, Halloween, and Blue Santa Christmas Gifts and Goodies distributions at her office parking lot.

Since taking office in 2017, Constable Silvia Trevino has been recognized by the following:

• In 2017, Fiestas Patrias awarded Constable Silvia Trevino as the Distinguished Hispanic of the Year.
• In 2018, The Greater Houston LULAC Council 4967 presented Constable Silvia Trevino with the Public Service and Community Leadership Award of Excellence for Law Enforcement.
• In 2018, The Latino Learning Center awarded Constable Silvia Trevino with a Humanitarian Award for her dedication during Hurricane Harvey.
• In 2019, she received a Women Making History Award from The Texas Democratic Women of Harris County Metro Area.
